In November, you received a coded memorandum that provides guidance regarding how to implement Executive Order 1110.  The memo outlined “the continued use of traditional assessment measures, the introduction of placement indicators based on the academic performance of students in high school and the Early Start Program.” The memo additionally notes that “course placement should be based on the evidence of the highest achievement supplied by each student…in the form of traditional examination measures [such as] EAP/Smarter Balanced Assessment....”
